A bill introduced in the House of Representatives this week addresses the issue of security at the nation's ports.
According to the Journal of Commerce, the Maritime Transportation Antiterrorism Act of 2002 (HR 3983), sponsored by Rep. Don Young, R-Alaska, orders the DOT's Transportation Security Administration to develop an "antiterrorism cargo identification system" by June 2003.
The bill also calls for the TSA to develop performance standards for cargo container security, including for locks and seals. It would require transportation security cards for port areas, and background checks for employees at the discretion of the secretary of transportation.
The agency also would be required to assess the vulnerability of U.S. ports and look at antiterrorism measures in foreign ports.
The bill would fund these efforts with $75 million in each of the next three fiscal years.
